The dunning batches have the following cycle.

• Create a new batch (Batch status ‘Open’)
• Optionally re-run the open batch (Batch status ‘Open’)
• Optionally cancel the open batch
• Close the open batch (Batch status ‘Closed’)

You can only create a new batch when the previous batch is closed
